Homelessness in the European Union law : between poverty and social exclusion

The main purpose of the research is to demonstrate effectiveness (of lack thereof) The European Union's legislative activity in the area of preventing (limiting) homelessness. Implementation of this purpose will be reaffirmed by confirming or falsifying the research hypothesis according to which without firm legislative activity to combat homelessness (sensu stricto approach) and without combating poverty and mitigating social exclusion of certain social groups (sensu largo approach), it will not be possible to limit homelessness effectively, which is one of the most telling manifestations of undermining the dignity of the person. Homeless persons, as a social group which requires special legal protection, need support of states and the international community. Without their systemic action intended to assess properly in normative terms the rights and freedoms of homeless persons, which are based on regulations dedicated to this social group explicite, it will not be possible to counteract this occurrence or, all the more so, to protect their rights.
